GREAT NEWS, INSPECTOR CLARK DECIDES IN OUR FAVOUR WITH DETAILED EVIDENCE
The Bovis /Miller 650 appeal has been rejected by Inspector Clark, this is the result of great teamwork between Cheltenham Borough Council Officers, the Parish Council and LEGLAG, special thanks to our consultants Mr Hugh Lufton and Dr Ashley Bowes our planning consultant and barrister who helped us every step of the way, they were up against a top legal team in the developers team.
This decision is a triumph for Leckhampton and for Cheltenham, Inspector Clark has supported the original decision from the CBC Planning Committee with a comprehensive review of the impact to the highway network, described as 'severe', the need to protect Leckhampton's landscape and character, and allowing Inspector Ord to make recommendations on the Local Green Space designation.
In a long four and a half hour question and debate at CBC planning committee on the 31st July, the 650 outline application was refused on the grounds of prematurity to the JCS and NPPF Local Green Space, plus on concerns over worsening traffic congestion, environmental grounds and views to and from the nationally recognised AONB/Cotswold Escarpment. The meeting started with outstanding presentations from the objectors; Martin Horwood MP, Adrian Mears (Chair LwWH Parish Council), Hugh Lufton (Planning Consultant for LEGLAG), Cllr Anne Regan and Cllr Chris Nelson. Martin Horwood also read out an important objection letter from the Chamber of Commerce - Chief Executive Michael Ratcliffe, see below.

Our heart felt thanks goes out to all the councillors on the planning committee for all the hard work and consideration given to the Leckhampton application. We in the gallery sat there in admiration at the questioning and debate, the insights and evidence councillors provided and the razor-like assessment in reaching their decision.
It left us all feeling inspired.
UPDATE 28th June 2014: The application is going to Cheltenham Borough Council planning committee on the 31st July. CBC have told us that over 800 objections have been received and to their knowledge, no letters of support for this application. Please get in contact if you want help with your letters/emails. LEGLAG have been advised by CBC Planning of the expected outline planning application for Leckhampton, this is a direct result of no safeguards being put in place on the JCS voted through by the LIB DEM controlled council on the 5th Sept. Craig Hemphill is the case officer and has completed his validation of the application. This is a major application and as such the Council has a period of 16 weeks within which to determine, sadly the officers are only allowing four weeks for the public consultation, but in practise we have until the application goes to Planning Committee. Notifications will be sent to all properties bordering the site. To supplement normal procedures for site notices, additional site notices will be placed in appropriate locations to bring the application to the attention of the wider community. All application information (once validated) will be available via the councils website via public access http://www.cheltenham.gov.uk/site/scripts/documents_info.php?categoryID=200074&documentID=595 in addition, we will provide general information on the application via the website, this will be updated as appropriate to keep members of the public and wider stakeholders alert to any revised plans received.
